When did the U.S. Congress, especially one in which Republicans hold a veto, ever spend money on any of the things you mention?

Yes, the war in Ukraine is tragic. Hundred of thousands of people are being killed, with millions more suffering. It shows that Russia, mostly Putin, did not want the world to move out of the 20th Century. The world learned from the wars of the 20th Century that this kind of aggression has to be stoped early.

The U.S. should have given Ukraine big weapons in 2014, but Obama, and then Trump didn’t want a wider war. So now we have a wider war. There will be even more war if we don't stop Putin completely.
