YES! and no.
I think the three elements you offer for a new and better society are very asperantional, and even almost possible.
The only point I disagree with is that the goal of your passion should be profitable, even if you are just doing a better job of marketing an old idea. I think the whole idea of a “passion economy” would be for people to try to do something, new, helpful, and often disruptive. Many things would start out as ideas that would make a lot of people uncomfortable. Those are the “hard” things, that wouldn’t be profitable for a long time, but could eventually be transformative.
If the idea of the passion economy is based on the idea of making money, we will probably see the generation of a lot of competitive, derivative, faddish, and perhaps entertaining crap that replaces the previous fad, but really adds little of substance to our lives.
If we are going to give people money so they have the opportunity to DO SOMETHING, let’s encourage them to do something meaningful, and not just attempt to get “branded” famous, and rich.
